Zimbabwe Embarks on Prison Reforms: Introducing Parole and Community Correctional Centres

The Government of Zimbabwe is undertaking significant reforms to transition its prison system from a punitive approach to one centered on rehabilitation and reintegration. Under the new Prisons and Correctional Service Act, the Ministry of Justice, Legal and Parliamentary Affairs, in collaboration with the Zimbabwe Prisons and Correctional Service (ZPCS), is reviewing policies to implement a parole system and establish community correctional centres.
Implementing the Parole System
The newly introduced parole system allows for the conditional release of prisoners before they complete their sentences. Decisions regarding parole will be made by the State Parole Board, the Commissioner General of Prisons, the Minister responsible for Prisons, or the President. Criteria for parole include meritorious conduct, self-discipline, responsibility, and a low risk to society.
Justice Minister Ziyambi Ziyambi emphasized that these reforms are crucial for advancing the reintegration process and reducing overcrowding in correctional facilities. He stated, “This will positively see the effective implementation of the parole system and establishment of community correctional centres, among other aspects.”
Establishing Community Correctional Centres
Community correctional centres aim to facilitate the reintegration of ex-offenders by providing access to education, employment opportunities, and social services. ZPCS Commissioner-General Moses Chihobvu noted that reintegration is vital for public safety and reducing recidivism. He said, “When ex-offenders are provided with access to education, employment opportunities, and social services, they are more likely to become contributing members of society.”
Government Support and Regional Collaboration
The ZPCS has proposed establishing a foundation to support reintegration initiatives by mobilizing resources and providing targeted programs. Minister Ziyambi assured full Government backing for this initiative and emphasized the importance of regional collaboration. He urged all correctional services in Africa to utilize the African Correctional Services Association for mutual benefit towards successful reintegration.
