President Mnangagwa Launches Zimbabwe’s Inaugural Media and Communication Policy

Harare, Zimbabwe – May 29, 2025 — In a landmark move to bolster media freedom and modernize the communication landscape, President Emmerson Mnangagwa officially launched Zimbabwe’s first-ever Media and Communication Policy. This initiative marks a significant stride in the Second Republic’s commitment to fostering an open, diverse, and technologically advanced media environment.

Advancing Media Freedom and National Rebranding

President Mnangagwa emphasized the critical role of the media in shaping national narratives and promoting Zimbabwe’s image on the global stage. He urged media practitioners to exercise responsibility in their reporting, aligning with the nation’s efforts to rebrand itself after years of international criticism and opposition-led campaigns.

“The media is a vital partner in our journey towards national development and re-engagement with the international community,” the President stated. “This policy provides a framework that ensures the media operates freely, responsibly, and contributes positively to our national discourse.”

Embracing the Digital Economy and Media Diversity

The newly launched policy places a strong emphasis on leveraging the digital economy and fostering diversity within the media landscape. It aims to modernize the sector through the development of up-to-date infrastructure and the establishment of a comprehensive code of ethics. These reforms are expected to raise professional standards and strengthen the capacity of local media institutions.

Information, Publicity and Broadcasting Services Minister Dr. Jenfan Muswere highlighted that the policy is designed to protect Zimbabwe’s image, sovereignty, and territorial integrity while promoting a robust digital economy and a diverse media industry. “By advancing national interests, the policy aims to enhance the country’s social, economic, cultural, and political well-being,” he said.

Legislative Reforms and Media Regulation

The Media and Communication Policy complements recent legislative reforms, including the repeal of the Access to Information and Protection of Privacy Act (AIPPA) and the enactment of the Freedom of Information Act. These changes aim to improve access to information and enhance professional standards in the media landscape.

Looking Ahead: Implementation and Impact

The successful implementation of the Media and Communication Policy is poised to transform Zimbabwe’s media environment. By promoting a free, diverse, and technologically advanced media sector, the policy aims to contribute positively to national development and international re-engagement.

As Zimbabwe navigates the complexities of media reform and digital transformation, the effectiveness of this policy will depend on inclusive stakeholder engagement, transparent governance, and a genuine commitment to upholding media freedom and ethical journalism.
